This is in contrast to an ordinary still image in which everything appears is focus as if it was shot with very fast film under ideal circumstances.
The latest version of motion blur in Unreal is a marvel, and works extremely well for cost of implementing it. Motion vector based motion blur is used in the CG industry to save on time also. It is a tried and true method. Part of my day job is pushing real time rendering for production.

Nov 17, 2018 · Total Chaos has a motion blur user post processing shader, but I doubt it is true motion blur as done in modern engines like Unreal Engine etc. It's probably just copying the previous frame and fading it out, like those old PS2-era GTA games. (Did not look at the source, feel free to correct me if I'm wrong)

Apr 17, 2019 · The motion blur effect reminds me Unity's Shutter Speed Simulation from the GPU gems article. I think if we can decide on a simple implementation like adding to the filter property, I'd be OK with this. But motion blur might not be appropriate really for digital graphics, unless we are simulating a 3D scene and attempting photorealism.
